Kinumpirma ng Department of Foreign Affairs na nagpadala na ang Pilipinas ng note verbale sa China kaugnay ng paggamit ng flares sa ruta ng eroplano ng Philippine Air Force sa Scarborough Shoal.

Sinabi rin ng DFA na may provisional arrangement na napagkasunduan ang Pilipinas at China kaugnay ng Ayungin Shoal pero maaari lamang itong idetalye sa isang executive session.
