แม่สายน้ำท่วมวิกฤต กระแสน้ำไหลเชี่ยว ระดับเพิ่มสูงต่อเนื่อง ผู้ว่าฯเชียงราย ประชุมด่วน วางแผนระดมเจ้าหน้าที่เร่งช่วยเหลือผู้ประสบภัย

สถานการณ์น้ำท่วมล่าสุด ที่ชายแดนไทย-เมียนมา อ.แม่สาย จังหวัดเชียงราย พบว่าเข้าสู่ภาวะวิกฤติอย่างหนักเพราะระดับน้ำไม่ได้ลดลงแต่กลับมีระดับสูงขึ้น โดยบริเวณหน้าด่านพรมแดนจุดผ่านแดนถาวรข้ามลำน้ำสายแห่งที่ 1 พบว่าน้ำได้เข้าท่วมถนนพหลโยธินลึกเข้ามากว่า 1กิโลเมตรแล้ว หลังจากคืนที่ผ่านมาน้ำไหลเข้าท่วมถึงบริเวณหน้า สภ.แม่สาย เช่นเดียวกับภายในชุมชนต่างๆ พบว่าจากเดิมน้ำเข้าท่วมถึงชั้น 1 ของอาคารปรากฎว่าช่วงคืนที่ผ่านมาได้ท่วมไปถึงชั้น 2 แล้ว ทำให้ชาวบ้านต้องแจ้งเจ้าหน้าที่ให้ช่วยเหลืออพยพออกไป

ด้านศูนย์บัญชาการเหตุการณ์น้ำท่วม อ.แม่สาย ได้มีการหารือกันอย่างต่อเนื่องโดยระดมเจ้าหน้าที่ทุกฝ่ายเข้าช่วยชาวบ้านให้ออกมาจากจุดวิกฤติ และมีความจำเป็นเร่งด่วนที่จะต้องจัดหาเรือยางที่มีความเบาสามารถแล่นไปบนกระแสน้ำที่ไหลเชี่ยวตามชุมชนต่างๆ ในเขตเทศบาล ต.แม่สาย ได้ จึงอยู่ระหว่างรวบรวมให้ได้เร็วที่สุดต่อไป ขณะที่ได้มีการจัดสถานที่พักพิงชั่วคราวสำหรับชาวบ้านที่หนีน้ำ

11日は9月にはいって最も多い150の地点で猛暑日となり、記録的な暑さとなっています。さらに週末の3連休にかけては、台風の影響にも注意が必要です。

■各地で“ゲリラ豪雨”発生　排水溝から噴き出す水

栃木県那須塩原市で午後3時ごろに撮影された映像。撮影した人によりますと、元々は晴れていたということですが、急にあたりが暗くなりおよそ15分後に突然、大雨が降ったということです。

沖縄県の本部町では大雨が降った後、排水溝から水が噴き出している様子も確認されました。

暖かく湿った空気などの影響で、各地で大気の状態が不安定になっています。

関東などでは11日夜遅くまで、局地的に雷を伴った激しい雨が降りそうです。

気象庁によりますと、12日午後6時までに予想される24時間の降水量は、関東北部で100ミリなどとなっていて、落雷や突風にも注意が必要です。

■記録的残暑 都心21年ぶり暑さ 想定外！ 冷やし中華が延長戦

11日はゲリラ豪雨だけでなく、日本各地で厳しい残暑となりました。

東京都心では猛暑日手前の34.2℃まで気温が上昇。9月中旬に34℃を超えるのは21年ぶり。

また、八王子や府中では35℃を超える猛暑日に。さらに埼玉・熊谷では36.3℃、鳩山では37.2℃など埼玉の観測地点すべてで猛暑日となりました。

「なんか異常ですよね。何かもうちょっと秋っぽくなってくるのかなって思ったら、意外とまだ8月みたいな…」

さらに大分の日田では37.8℃と日本一の暑さに。

全国152地点で猛暑日という異常な残暑が続く中、暑いがゆえにいろいろなものが延長戦に突入しているんです。

本来9月1日で終了予定だった「サマースプラッシュ」を10月1日まで延長することにしたのです。

「暑いのが続いているので、（水が）かかるのが、すごく涼しくなって気持ち良い」

11日、30℃を超え、真夏日となった茨城県日立市。

「ホテル天地閣」では、「冷やし中華」が延長されました。8月いっぱいで終わる予定でしたが、9月20日まで延長しました。

「駐車場で車降りたら暑いでしょう。だから、だいたい頭にあるんですよ、『きょうは（冷やし）中華！』って。メニュー見たら、まだ大丈夫だ、最後かな（と思って）食べた」

■台風 強い勢力で沖縄地方に接近か “遠隔豪雨”にも厳重警戒

台風が続々と発生しつつある状況です。現在、グアム付近に発生した台風13号は、まだ勢力がそれほど強くはないのですが、今後発達していきそうです。

また台風13号が過ぎ去ったあとも、グアム付近には雲が広がっているため、新たな台風が発生するかもしれません。

台風13号は12日には暴風域を伴って北上していきますが、海面水温が高いため発達を続けていきそうです。今後、14（土）～15日（日）にかけて沖縄本島を直撃する見通しです。

また、台風から離れた西日本にも活発な雨雲がかかりそうです。大雨の警戒をしてください。さらに北日本も前線の影響で雨が強まるおそれがあります。

台風13号が過ぎ去ったあと、台風14号が追いかけてくるのでしょうか。

14号になるかわかりませんが、もう一つ、台風がくる可能性はあります。
