이번에는 전문가 전화로 연결해서 자세한 내용 알아보겠습니다. 함은구 을지대 안전공학전공 교수 전화로 연결되어 있는데요. 교수님 나와 계십니까?

안녕하십니까, 함은구입니다.

[앵커]
저희가 계속해서 화재 소식 보도해 드렸는데 먼저 이번 화재 상황 어떻게 보셨습니까?

[함은구]
이번 화재 같은 경우에 이렇게 인명피해가 굉장히 크게 발생한 이유 중 가장 큰 이유는 우리가 일반적으로 방화구획이라는 것을 설치를 하고 있습니다. 구획이라고 하는 것이 쉽게 말씀드리면 객실 출입문이 방화문으로 되어 있거든요. 그래서 객실 출입문을 보통 닫은 상태로 사용을 하고요. 1차적으로 복도와 객실은 말씀드린 객실 출입문으로 1차적으로 어떤 구획을 형성하고요. 두 번째는 이 복도와 그리고 실제로 피난이 이루어지는 계단부를 마찬가지로 방화문이라고 하는 형태로 구획을 하고 있거든요. 그런데 지금 제가 봤을 때는 여러 가지 보도 상황이라든가 영상을 보면 최초 발화가 예상되는 해당 객실에서 예컨대 말씀드린 방화문, 즉 객실 출입문이 제대로 닫혀져 있지 않은, 그러니까 오픈이 돼 있는 상태에서 알 수 없는 원인에 의해서 발화가 시작됐고요. 그러니까 이게 문제가 뭐냐 하면 목격자분들도 계속 말씀을 해 주시지만 극심한 화염에 휩싸이거나 우리가 지난 아리셀 공장같이 굉장히 높은 온도의 화재 진행 상황이 아니거든요. 더 조사를 해 봐야 하겠지만 예컨대 최초 발화가 됐다라고 예상이 되는 이 8층의 객실 하나 정도가 아마 전소가 되는 이 정도 상황인데 문제는 대부분의 인명피해가 연기에 의한 질식사고요. 그리고 이 경우에도 만약에 제가 예상하는 것처럼 객실문이, 그러니까 발화가 시작된 발화 객실 방화문이 제대로 닫혀져 있지 않고 오픈이 되었다고 한다면 결국 복도로 순식간에 연기가 차오르는 상황이 될 거고요. 그리고 문제는 결국은 8층과 9층 사이에 복도와, 층과 층 사이를 연결하는 계단도 아마도 제대로 방호가 안 되는, 즉 다시 말씀드리면 방화문이 닫혀져 있지 않은 상황에서 결국은 8층에서 발생한 연기가 복도를 타고 9층으로 올라가는 이런 조건이었다고 보여지고요. 문제는 지금 말씀드린 대로 방화 구획이 제대로 형성이 안 되고 연기가 결국은 피난 동선 안으로 진행하면서 결국은 아주 단적으로 말씀드리면 8층에서 화재가 났기 때문에 8층 아래층, 즉 7층부터 나머지 1층까지는 전혀 문제가 없는 상황이거든요. 절대로 화염과 연기가 아래쪽으로는 내려가지 않으니까 결국은 8층과 9층이 가장 극심한 피해를 받게 되는 상황이었을 텐데요. 이 경우에 지금 말씀드린 것처럼 가장 피해가 컸던 이유 중 하나는 아무래도 말씀드린 피난 동선이 제대로 방화 구획이 형성되지 못한 원인으로 보여집니다.

그러니까 최초로 불이 난 그 객실의 방화문, 그러니까 출입문이 어쨌든 열려 있었을 것이다. 그래서 그 연기가 복도로 퍼졌을 것이다 그렇게 말씀을 하셨는데 사실 복도로 그렇게 연기가 퍼지면 그걸 본 사람들도 있고 했을 텐데 사실 문이 닫혀 있으면 연기가 더 안 보였을 테고.

[함은구]
그렇죠. 만약에 화재가 발생됐다는 8층 객실에 방화문이 닫혀져 있다라고 한다면 지금 일곱 분이 사망하시는 극단적인 피해는 일어나지 않았을 것으로 보여지고요. 예컨대 우리… (중략)
