흰색 전기차에서 조금씩 연기가 피어오릅니다.

잠시 뒤, 검은 연기가 차를 뒤덮더니 강한 폭발과 함께 불꽃이 치솟습니다.

불이 난 건 오늘 아침 6시 10분쯤.

[황석근/주민 : “(아침에) 샤워를 하는데 한창 하고 있는데 뭐가 펑 소리 나면서 전기가 나가버리는 거야.”]

검은 연기는 아파트 전체를 빠르게 뒤덮었습니다.

[오영균/주민 : “환풍구에서 연기가 막 계속 올라오는 거고. 그 다음에 여기 이 라인하고 우리 라인하고 사람들이 그때부터 막 내려오더라고요.”]

빠져나오지 못한 주민 106명은 소방당국에 구조됐고, 대피 도중 20명이 연기를 마셔 병원으로 옮겨졌습니다.

불이 난 곳과 가장 가까운 환풍시설입니다.

철제 구조물이 완전히 부서졌고 흰 연기도 뿜어져 나오고 있습니다.

연기로 지하주차장 진입이 어려웠고 전기차 특성상 완진에 시간이 걸리면서 불을 끄는데 8시간이나 걸렸습니다.

[소방 관계자 : “다수의 연기가 발생했기 때문에 진입에 약간 어려움이 있었고.”]

크게 다친 사람은 없지만 70대가 넘는 차량이 불에 탔습니다.

처음 불이 난 전기차는 화재 당시엔 배터리 충전을 하고 있지는 않았던 것으로 파악됐습니다.

[공하성/우석대 소방방재학과 교수 : “(지하주차장은) 소방차 진입도 쉽지 않고 유독가스도 대기 중에 확산이 잘 안 돼서 (전기차 충전소를) 지상에 설치하는 게 보다 안전할 수 있죠.”]

지하주차장에서 발생한 전기차 화재는 2018년까진 한 건도 없었지만, 지난해엔 10건으로 늘었습니다.

안동댐 물이 녹차 가루를 뿌려놓은 듯 온통 녹색입니다. 댐 상류로 올라갈수록 상황은 더 심각합니다.
식물성 플랑크톤인 남조류 개체 수가 급증하면서 나타나는 녹조 현상입니다. 보시는 것처럼 초록색 물감을 풀어놓은 듯 녹조가 심각한데요. 직접 한번 떠서 살펴보겠습니다.

조류 알갱이가 둥둥 떠다닙니다.

환경청 조사결과, 7월 다섯째 주 기준 안동댐 예안교 지점의 남조류 개체 수는 11만여 개로 조류경보 ‘경계’ 수준입니다.

최근 장마와 열흘 넘게 이어진 폭염, 강한 일사량과 느린 유속으로 남조류가 급격하게 증식한 겁니다.

환경 당국은 물 순환을 돕는 수면포 기기와 선박을 동원해 녹조 제거에 안간힘을 쓰고 있습니다.

[정석원/한국수자원공사 안동권지사 : “낙동강으로 물을 공급하는 지점은 여기서부터 하류 30킬로미터 지점에 위치하고 있고요. 거기까지 녹조가 흘러가지 않도록 차단막 등을 이용해서 집중적으로 관리할 계획입니다.”]

이와 관련해 환경단체가 부경대 연구팀에 분석을 맡긴 결과 안동댐 선성수상길 등 일부 지점의 남조류 개체 수가 111만 개로, 이미 조류 대발생 기준을 넘어섰다고 주장했습니다.

[김수동/안동환경운동연합 대표 : “(폭염으로) 녹조가 엄청나게 지금보다 더 많이 발생할 것으로 보입니다. 녹조 에어로졸(비말)에 대한 대비도 세워야겠습니다.”]

당분간 폭염이 계속되면서 녹조 현상은 더 심해질 것으로 예상되는 상황, 영남권 식수원인 안동댐의 녹조 해소를 위해 특단의 대책이 필요해 보입니다.
